Well that's very wrong. Blessed increases healing you initiate and use so yes DB is effected. Quick recovery is all healing you receive so you and others healing you so DB is effected as well

I am under the impression that blessed does not impact this otherwise the percentage would go up and I never see that.
Like others, i don't use dragon blood anymore and now prefer to use draw essence and burning embers to heal myself.
