The Cyro vendor was thought among PvPers to be a way for people to offload some AP for something akin to "best in slot" for their build. Much like how PvE people can eventually get BiS for their builds by running trials and such over and over, PvP players were supposed to be able to get the best stuff for their content by doing a lot of their content: murdering each other over and over. So it seems rather against what everyone thought the vendor was all about. But maybe it wasn't actually about us and they just wanted a common area for PvE players to go to in order to get their BiS helms and shoulders. It's a lot easier to say that the vendor is in Cyro than that the vendor is in your faction's capital, I guess.

Because ZOS specifically already had the PTS vendor set up w/ Infused big pieces, Divines small pieces. They never said it would have BiS items. They said that you would be able to buy the undaunted items from here. If you want BiS, go farm it. Don't know where people got those expectations from.

The true issue is that Cyrodiil and PVE instances are very different things. Vast, open world large scale PVP vs 4 player PVE instances. PVP and PVE instances are fundamentally different games. It should be easy to understand why many do not enjoy both.
Personally, I enjoy dungeons the same way I enjoy single player games. They are fun the first time. After that, it is a painful grind. Repetition is not fun.
I'm not a bad PVE player. I've completed vMA. I didn't find it to be extraordinarily challenging. Yet my undaunted skill line is not maxed. That's how much I dislike grinding instances. In terms of ability, it would be effortless to max it. But I prefer to spend my time performing activities I enjoy.
As a PVP enthusiast, I do not appreciate the concept of spending dozens or hundreds of hours repetitiously replaying a game I do not enjoy to remain as competitive as possible in one I do enjoy. Ideally, BIS PVP items would be the rewards for success in PVP.
PVE players can laugh because this issue does not effect them equally. If BIS PVE items were bind on pickup and only available via the same level of investment in PVP, there would be widespread outrage. When PVE dungeon rewards were poor, PVE players were very loud in expressing displeasure.
All elite items should have viable PVE and PVP acquisition paths. Either that, or they should be tradable. When players can spend time doing what they actually enjoy, it is best for everyone.

ZOS literally went out of their way to change the vendored gear traits to something worse than it already was.

infused is honestly not that bad. not the best, but not the worst either. be thankful you did not get something utterly useless like well-fitted or exploration. now I am not saying the vendors should not offer what is PvP wise the best, but at the same time it is not worth asking ZOS "what the ***" about.
does not mean change is not needed. the vendors have always, if i recall correctly, been sub par in cyrodiil.
