Two Bars... why not two roles?

Ok so I was thinking about this today, why not have the option to have not just different weapons but totally different builds on our bars. I understand some/most use both bars and that's fine, but why not have the option. Each bar would share the same skill point (ie they would be no different) but each would havw its own gear slots and attribute distribution.

Example: Tank/Healer Templer

Bar1 - All stam, sword and shield, 7 heavy armor.
Bar2 - All magica, resto staff, 7 light armor.

Overly simplified but you get what I'm stabbing at. Maybe even individual costume slots per bar if they wanted to be nice.

This would be great, in theory. My dream build for PVP would be some kind of archer/healer support character. I could see some people taking issue with the fact, though, that players would spec for max damage and hit hard, then immediately swap for tanking to survive. Rinse and repeat. However, if there was a cooldown or something on "build swaps," then you might be on to something. Especially for PVE.
