In what way is the FoV slider measured?

Vertical degrees? Horizontal? Neither?

    As the base/default is 100 it may be %. It could also be degrees though I am not familiar enough with a 100 or 130 degree FoV to tell if the slider is in degrees.

    I did a brief test in game, marking where the edges of my screen looked at with 130 FoV and rotating from one mark to the other, and found it to be roughly 130 degrees of rotation. So it seems the FoV is not only a percent (since the default is 100) but also in degrees (horizontally).

    That's really interesting, 130 doesn't look like what it says it is.
