My character's health recovery is all a sudden 0

I'm not really new to ESO so I don't know whats going on.
I just completed "The Bargain's End" quest and I wasn't really paying attention while doing the quest. But after I finished the quest I noticed that my character's health recovery is 0.
Is there any way to fix this? Because I rather have a health recovery
