I'm trying to get it up fast but picking locks and stealin is takin forever

    If you have the TG DLC, it's super easy. Loot Thieves Troves and sell/launder everything.

    If you are on console, you could just wait until TG comes out...

    I read somewhere that killing city herds (those small creatures running in cities) and stealing/selling rises the rank pretty fast. Without Thieves Guild ofc.

    I went to Davons Watch and just stole and laundered everything maybe not the best way but once you have the market NPC patterns down its easy to steal right off the racks got that skill up pretty quickly maybe 3+ levels a day.

    Also,yes,the new DLC,TG,has tons of stuff to steal that will level Legerdemain up pretty fast.

    Go to Orsinium, lots of places to grab loot with no NPCs around, or near.

    If you go into the Inn near the Crafting Writ Dropoffs (north end of city) and go up stairs you can go down into the basement and loot the house next door for almost a full haul. But there are many places to grab stuff.

    Daggerfall, the two ships in the Harbor, where The Lydia is, not the ship that takes you to the starter islands

    Auridon, not as rich for easy pickings

    Also, remember that Laundering also raises the skill line, so grab provisioning ingredients and launder those.
    Enjoy the game, life is what you really want to be worried about.

    If you're in DC go to the Lions Guard keep and steal every weapon, shield, item in a barrel and launder it. That's what I did. Granted, it will take a few days as you need to get your Trafficker passive up, but it's not too hard. Also get an addon that keeps track of where you find treasure chests and run around Tamriel re-looting as many as possible.

    Once your launder limit is reached, go to Khenarthi's and farm treasure chests.
