What is the move that shrinks the enemy's health bar?

And what does it do? I have two Nightblades as two Templars, so I have no idea what the move is. Unless, it's a morphed skill from mages guild or assault or support?

The only one that comes to mind is Pulsar from the Destruction Staff tree (morphed from Impulse).

Pulsar, the morph of the Destruction Staff skill Impulse:

"Release a surge of elemental energy to deal [x] Magic Damage to nearby enemies and afflict them with Minor Mangle, which reduces their Max Health by 10% for 33 seconds."

Oh wow. That sounds awesome. I must throw a destruction staff of my ranged nightbkade so. Does it work in pvp?

I see some mageblades using it in PvP, though I tend to use Elemental Ring for that added DoT. That's just my preference due to the racials (Dunmer) along with the CP bonus. That was before the patch though, so I'll have to check how well my build works once I'm able to play again.
