Remember Orsinium? Did all the costumes come at launch? No, they parcelled them out bit by bit over the next couple weeks, moths... Although I have to say... I love how they used some TG quests to "showcase" costumes! (wedding...) That was always something I felt was done suboptimally - that the costumes were in the crown store, but not worn by the NPCs in the game to show them off to players and make then think "me wanna..." There woulc have been more opportunities for that, from weddings in bergama to nobles mingling in diverse castles all over tamriel... well... one can hope that maybe they might do some refitting all over ESO someday...
