Unable to access game after hotfix [3.10.16]

I applied the hotfix when it came out on march 8th (9th?), and played normally that evening. Now, there is another hotfix (or the same hotfix) trying to update. Ok, no worries, I'll open the launcher and let it update. I do this, then I launch the game. When I try to log in, it tells me I'm using an outdated version of the game, and I need to update again. How can I fix this?
I have tried updating multiple times, running normally or as admin. And this is not the first time I've had this issue. Last time there was a hotfix, same thing. I ran as admin, I repaired, I opened from both the launcher and the .exe file. Nothing works. Halp prease!
