stillrise village quest heath reg bug

Hi i just made the "skeleton" quest in Stillrise Village , Shadowfen map . Now my heath regeneration is at 0 ( zero) .
Quest is finished , i try relog , change character ,etc , nothing works . My wifes character has the same bug.
Anyone knows how to fix it please? thanks

Efaritay✭✭✭@ZOS_GinaBruno Can you assist in helping us to resolve this issue? This is happening to a friend of mine who I brought to the game. It is really hindering any Character Progression. We are investigating an issue that results in some player's Health Recovery being too low a number. The quest "The Bargain's End" may be the cause.
We will be removing the effect causing the issue from your character, and when you next log on, you should see your character back to normal!
so it is fixed for me.1
