Not any more it don't, all you need is the seducers to spawn and you have dyloras staff.

See here for a list of where the various anchor generals can spawn.

Rewards outside of Cyrodiil will be scaled to the level of the zone they drop in, so Cyrodiil is the place to go if you want it at higher than VR10.
