they both provide different effects, so yes. If they had both provided major evasion they would not be able to stack

From my experience, the answer is:
Yes

The effects look buggy sometimes though. If you use Shuffle then Blade Cloak, your body will become translucent.
If you use Blade Cloak then Shuffle, your body will not become translucent. Strange-looking when mixed together but they do stack.
