Alright, so ever since purchase I have had constant issues with my game crashing. Depending on my graphics setting depends on how long it takes for the game to crash. I also have to set the game to directx9 in the usersettings file because no matter what it crashes while set to dx11. For example:
Ultra high: Will crash immediately after applying. After which I can not even launch the game, it starts but just sits at a black screen, splash screens won't start, until I delete the usersettings.txt file and launch the game again.
High: Crashes about 30 seconds after applying. Again after which I normally can't even launch the game. Same as ultra-high.
High with all particle settings set to minimum: 5 minutes of play, can launch right after crashing, but again, 5 minutes and I crash.
Medium with all particle effect settings set to minimum: It seems to crash approximately after about an hour or two of gameplay.
And when it crashes, sometimes it allows gives me the error report, sometimes it freezes my computer solid.
I have tried just about everything besides uninstalling/reinstalling which I'd like to refrain from doing as this will cause me to go over my allotted data for the month.
I have tested my RAM using memtest86+, ran for 12 hours and no errors. Tested CPU, no crashes and not overheating. Tested GPU with other games and benchmarks, not over-heating or crashing there.
I have tested 5 different drivers (can't recall which ones as I didn't write the version numbers down, was trying ones at random), uninstalling each time with DDU to make sure everything is clear.
Sent in a support ticket and all I get is "Sorry, try these 3 basic things, if that doesn't help, *** you, our game is perfect", well not exactly, but after 2 months of ***, I'm getting a little tired of this crap.
System specs:

gpu: evga gtx 760 superclocked 2gb
psu: evga suprnova 750w g2

Can anyone help me, give me some suggestions?
Greetings!
Thank you for contacting The Elder Scrolls Online Team. As you may already be aware, one of our contact center offices was located in the area affected by Winter Storm Jonas resulting in our offices closing for a weekend. Because of this, we’ve received a large backlog of tickets that we have been unable to catch up on.
We have confirmed that all megaserver, launcher, and other ESO services are functioning at full capacity. In a majority of cases, ESO failing to launch properly, dropping in frame rate, crashing, and other issues are caused by corruptions from third-party software or the game being played on a computer that is not meeting minimum specifications:
Operating System: Windows 7 32-bit
Processor: Intel i3 or AMD 3870 generation processors or higher
System RAM: 3GB
Hard Disk Space: 85GB free HDD space
*GPU: Direct X 11.0 compliant video card with 1GB RAM (NVidia GeForce 460 or AMD Radeon 6850)
Sound: DirectX compatible sound card
Internet: Internet Broadband Connection
*We recommend playing ESO on a desktop computer with a dedicated graphics cards. Laptops are not officially supported, but we do recommend setting your laptop to High Performance mode for best results (contact NVIDIA or AMD for additional instructions). Intel and AMD integrated graphics are not supported.
