ESO Definition of "nearby"

Does anyone know what the definition of nearby means? such as Overwhelming strikes out at nearby enemies 1200 per second for 6s etc? and heals nearby allies? such a vague term and not a flat figure at all, OS set strikes out to like 3M away.

if it is an ability, try looking at the tool tip and see what the range for the ability is. If it is say "Range: 6 meters" it should affect any enemy within 6 meters of you. The tooltips usually give the Range and Duration of any ability and its effects. It is not explained very well but I think this is how you figure it out......I think, I could be wrong0 -
