Yes! called the ZOS ETA Dungeon they said its impossible to finish.

Its 1 pc is max health and its 2pc is a 12,000 point blast of magic to all enemies in a 20m radius that has no ETA of activating.

I'm everything that doesn't belong in the pact but i'm there anyway...
