I've only played Azura for the last year. So, I'd say EP...
My reasoning:
DC are individualists... You'll see them in every delve in cyrodil, you'll see them in every corner of imperial city, doing whatever it is we do... Fishing, harvesting, exploring. random crap. BUT once you do something to our core keeps... That is when you sir have stirred the nest and every DC from every corner of the map will combine and you'll see a tide of blue sweep across the land. Leave us alone, and you'll pretty much see gank groups at the most.
EP: Hive mind. I havn't seen a solo EP in a while. if you kill one, there is 30 right behind him. They are unorganized, Zergers by the very definition. I call them the Skyrim kids...because everyday after school gets out the red tide comes in and the flow down to alessia and go to our ancestral battle ground of bleakers. not many of them are skilled from what I've seen, and are easily delt with 1vs5
AD: The min maxers, The elitists. These guys have the hardest hitting, hardest to kill, and straight up most lethal tactics in combat I have seen. The reason they arn't zergy most of the time (unless you touch alessia or take a step on their alessia bridge lol) lies in their very nature. They want to gank and solo and farm ap all the time. So you'll encounter small dedicated squads of them everywhere between keeps and in IC, Soloing, and whatnot. If you do encounter a zerg they are always coordinated BUT they Almost never stock up on siege weaponry..but so many times have I seen 1 sieger, and 15 cloaked nightblades around him. So when they do zerg it's a pretty cut and clear tactic, wipe out their siege and they have nothing to take a keep with.
Don't get me wrong. DC can and will ZERG, but it's only when you push them back you'll see the force actually get really strong. leave us alone and DC is more then happy to go fishing, playing the lute at bleakers, picking flowers, and of course our favorite location to zerg....bruma
