Animation Cancelling on some hard hitting skills but not others, WHY?

I would like to know why some hard hitting skill can be animation cancelled but others not,
Wrecking blow which can quite successfully be animation cancelled.
Snipe cannot be animation cancelled or can it but i just don't get it right?
Crystal Fragments cannot be animation cancelled or can it but i just don't get it right?
