What is the point of feedback threads? and Why do some threads get a response and not others?

Just got done reading pages of Templar feedback in the PTS section of the forums. Notice none of it was addressed on ESO live, or anywhere else for that matter. So for clarification, who reads feedback threads? and how do they decide what input makes sense to implement?
Any insight into the community feedback process would be appreciated.
@Wrobel spat in the face of all Templars this afternoon, so I for one am beginning to wonder what the point of class feedback is if it will get constantly ignored?
If it is just an effort to consolidate Templar threads, to make them easier to ignore then so be it. @ZOS_GinaBruno should say so.
Today was a sad day for the Templar. My next prediction is they will revert nerfs to cloak next PTS release.
