Not really, since you can also be VR16 and still reside in Belkarth. And the provisioning mats are of the same kind anyways, there are no tiers. The required green recipes are easy to get either in guild stores or from the Orsinium writs since they drop from every single provisioning writ for no reason as if there's nothing else.
It also doesn't explain why it sends you back to Coldharbour instead of just staying in Belkarth like before Orsinium came out. Coldharbour is a VR1 zone, more or less. Not VR10 or hgher.
And it also doesn't explain why I still can do all the other five writs in Belkarth. Only Provisioning doesn't work.
If it was an option to choose where to turn in the writs, that would be something..

That is odd. Hasn't happened to me since I have been subbed from Orsinium on.
Would love the option to turn them in wherever I like. Need some nirn, so reset skills. But whenever a friend asks for v15+ I need to put the points back in and then reset back...
Hadn't really thought about this, but they didn't add a new tier of Recipe Improvement with the increase of VRs, did they? For all the other crafts, they added an extra tier to the first passive to correspond to VR15/16, and those are the ones you turn in to Orsinium. For Provisioning, they just changed the final tier of Recipe Improvement from VR5 to VR15 instead of adding a new one.
So you can still hand them in as you have the DLC?
What on earth is the issue? Why do you can where you turn it in as long as you can?
