No, dont give a duck about non IC DLC owners with gold pledge, let them live with it
If you want the content, you have to pay for it. If the pledge is in the content and you didn't buy it, you are sol. It is your decision not to buy the content, so you are the one who has blocked yourself.

Besides, you can buy the stuff with gold /ap after the next DLC.

Quoting just to make sure ppl see this. Even if they disagree.

I don't think the idea is to get access to things that are available via DLCs. What the OP is asking for here is to remove the IC related pledges for those who haven't purchased the DLC because they CAN'T do them and are effectively being blocked from getting their Undaunted key on that day. Which is something of a major oversight.

Basically what needs to be done is anytime a DLC related dungeon would come up, players without that specific DLC would simply get an alternate dungeon which they do have access to (in this case whenever vICP or vWGT come up players without the IC DLC pack would just get a base game dungeon instead). Then everybody has an opportunity to get both their normal and vet pledges done everyday.

The idea really isn't all that radical. They've actually already done something like it with the daily writs, in that players with max crafting skills and the Orsinium DLC will have access to tier 10 crafting writs in Wrothgar and players with max crafting without the Orsinium DLC will be restricted to the tier 9 writs in Craglorn.

Beware all ye who log on for here there be typos...

I own ic dlc and i can see why this would be annoying for a player who has chosen not to purchase it. Perhaps a quest where it was "kill this or this" would be better.

They shouldn't have to force anyone to buy their product, if you play the game an enjoy it then lets keep the lights on so to speak.

Gamers... less time in mom's basement and more time in the work force would change the perspective on $20 bucks a tad bit.
