I found the Heist Quest board but it says that I do not meet the requirements. What are the requirements for the Heist quest board?

I mainly made the initial quest that leads to Hews Bane... Does that count as Heist?
So far it was kind of fun... Even though they did not invent the (Iron?) wheel anew

Yeah, I think it's an initial kind of heist to show you how things work a little bit.
Easy to do if you're even half good at stealth. But fun.
