Theorycrafting help needed!!!

Ok. So for my peace of mind I need some theorycrafting help, and I turn to you the good people of ESO.

I play a stamina templar, however I think all classes can help here.

What do we suppose is the best theory crafted reason as to why ZoS habitually completely changes the game every few months, refuses to continually do minor tweaks to class abilities, and constantly nerfs or changes abilities that have no necessity to be touched?
