I don't seem to be seeing and difference (according to the skill tooltip) in the Mirage morph (Assassination) going from rank I-III; should I be seeing a slight increase in performance?

Check the magicka cost. I've noticed that on some skills there is no performance boost, just s reduction in magicka cost.
