I think Wheeler is referring to the Thieve's Guild DLC. They like to "blend" their so-called PvP fixes in with PvE stuff so that when it doesn't work they don't take as much grief from players easily distracted by new (but much the same) content.

I had to reply to your comment because we noticed when we battle with the EP we rarely notice a lag, but when the AD come around the lag is real. My point is I found it interesting that others were pointing out something I've noticed myself. It could just be a coincidence, IDK.
