2 fishes per catch in wrothgar

So I was fishing in wrothgar and one day I suddenly got 2 fishes each catch but just at one location at another i only get one like in all other regions. Is it a bug or intended?

I got this too the other day! It was that way for a while,then it stopped after I had a bunch of good catches.
