Maybe you could propose something to tweak the idea to make it less abusable? I agree with OP that the current system is kinda broken. I see people stealing everything outta everywhere without much trouble, if there wasn't a fence cap they'd be millionaires.
I for one like the idea of calling guards, not as a summon, but as an AOE taunt that only works on guards (and might not have effect if there are no guards in the AOE or if they're already called elsewhere). And if they don't find a criminal, the person who called the guards gets a bounty himself. People could potentially be taunting guards all day or follow around thieves to grief them. Maybe you'd have to be a 'reputable citizen', i.e. any bounty you get (whether it be from calling the guards inappropriately or some other crime) would disable you from calling the guards. Or you'd have to actually get positive credit by doing some of the datamined PvE Enforcer activities for a certain city (rolling up bandit dens for example).
All in all I hope ZOS will think of some ways to make criminal activities both more varied as well as more challenging across the board, not just in Hew's Bane or the Gold Coast. And finds a way to involve players who would prefer to be on the law enforcing side of things in the system.
