Does the fire resist debuff of the vampires aply to it's shields while playing as a sorcer?

My doubt here is, will the 25% increased fire damage afect the shield or the only portion of the damage that is going to scale is the one that surpasses the shield?

Yes it does. You'll take an additional 25% damage with a shield casted.

Any class can use harness magicka to negate the effects of fire the fire debuff to vampires and gain magicka in the process. Shields ignore the fire penalty and the use of harness magicka is not exclusive to sorcs.

Shields ignores a lot of effects. I bet it ignores fire penalty debuff as well.

I have a sorc and even if i have my shields up when i get hit by seige i take fire damage...

Shields don't have any kind of mitigation (be it armor, magic and elemental resistance, Nord passive...), only your "health" does.
