Have they added this armour yet? I'm a returning player and I want to know.

    More or less, yes. These are the styles available on the sets you can purchase with Telvar Stones from the IC merchants.

    Imperial City Tel Var merchants and no, it's not craftable, sorry.

    Yea that's the Ebonheart Pact style from the IC armors you buy with TVS.
