Maybe I just never noticed it before, but i was walking around windhelm and walked into the sober nord tavern. There was an npc called Mysterious stranger that had armor resembling the DB armor. Is this new?

That sounds more like the Shadow Scales, who actually appear in the game. But I know Shadow Scales are affiliated with the DB, and Shadow Scales are usually trained from birth iirc. But that sounded like something from a Shadow Scale. -

Last I've read is that the Shadowscales no longer exist. Well, at least that was the impression. When you say "actually appear in the game" do you mean within the ESO world or were you referring to earlier TES? -

Shadowscales exist in ESO. You will run a few quests for them in Shadowfen. ✭I remember the lone Argonian in the DB in Skyrim mentioned something about Shadow Scales too. Whether they still exist in that Era or not idk, but they do appear in ESO, as others have mentioned already.
