✭Because politicians in NY and Florida want a piece of the action when folks win something and they want to restrict other sweepstakes from detracting that. So they put this red tape on the way to keep out of state contests out if they are over 5k in the guise of "we're protecting you from frauds that make up fake contests by making them prove they have the money. Oh but you need to let us know about the contest a week (Florida) or 30 days (NY) so we can shake down verify the company."

OMG! Has nothing to do with any kind of bias on ZOS' or America's part. It has everything to do with whatever local laws prevent these sorts of contests and lotteries.
