Does Tenacity apply the same way Cycle of Life does?

Just curious if anyone knows if Tenacity under the Lover constellation adds and percentage of max magicka, or if it adds a percentage to the base 10% restored

Say a heavy weapon attack restores 10% magicka. The passive restoration staff ability, Cycle of Life, restores an additional 30%. This does not bring it to 40%. It makes it 13% restored, because the percentage applies to the restored value.

Eliminating Cycle of Life from the equation for the sake of simplicity, if Tenacity is raised to 10%, does that mean I get 11% restored? Or does it mean I get 20%?

I suppose I could test this later, but I'd rather get an answer than spend the 3k gold and an additional 3k gold if I don't like it.

    I didn't know heavy attacks restore a percentage of your max magicka...

    I tried it out on the PTS and heavy attacks with a staff restores 1876 magicka and this did not change when I altered my max magicka or spell damage. Cycle of Life and Tenacity stack multiplicatively. So if you had 100 points in Tenacity and 2 points in Cycle of Life, you'll restore1876*1.3*1.16=2829. Actual in game restoration is 2828.
