Thief Catcher Concept

The guards are not watching, but 20 players can see you steal from the chest. Will anyone say something? Maybe they will ignore you, maybe not. Let’s make this part of the game.

Implementation
Add to the ‘Hold to Interact’ a new item ‘I See You’

If someone clicks ‘I See You’ on your character, you are brought out of stealth or not allow to go stealth for a short time. (Maybe 5 - 10 sec) The character seeing you would have to stay near.
If you steal in that time frame a call will go out “Stop that!”
If a guard or clerk is in hearing distance you get a bounty and maybe chased by a guard

Possible limits
If you have a bounty yourself you can not click on ‘I See You’ on another character.
Another option would be if you have a bounty and select ‘I See You’, and the person still steals, the guard will chase who ever has the larger bounty.
The “I See You’ would not affect Stealth skills or potions.


Distraction Concept

Keep a guard or shopkeeper busy chatting while another player steals
Be able to click on a guard or shopkeeper ‘Distraction’
This will allow anyone else to not be seen by that guard or shopkeeper (stealth) for a very short time (maybe 3 seconds) and another player can steal without getting caught by that guard or shopkeeper. Multiple guards and shopkeepers would require multiple people to cause well timed multiple distraction.

Limitations
You can not steal yourself, you are busy with the guard or shopkeeper.
This option would need a cool down for each guard, requiring you to wait to use it again on that guard
Some better train guards can not be distracted.
Time of distraction could vary with different guards and shopkeepers, skill of player, and number of distraction attempted in that area over certain amount time.


Keep Horses off the Sidewalk concept

Have areas in town where you are not allowed to ride your horse. Riding your horse in these areas if seen, will get you a bounty.
Have signs “No Horses” and areas to tie up your horse (still would disappear)

    I love the way you think @CaptFuse !

    Your distraction concept is VERY similar to an idea I had for expanding the usefulness of homeless in ESO. My idea was that players were given a few options when you give coin to the homeless. One of those options would be to pay the homeless to create a distraction with the guards for you and you would be undetectable for a short period of time.

    I like the co-op idea of a distraction. That would be a great skill for the Prostitutes Guild (something I've recently been mulling over).

    Keep horses off sidewalks sounds great but I do think it might have to be a bit broader than that, like horse-riding rules within city limits. I would love to see some cities that don't care if you ride through their towns, some that let you ride, but only at a slow pace, and some that don't want you to ride your horse in their town at all.
