ESO membership - +10% Upgrade to Character Progression no longer applicable?

According to website ESO Store The ESO membership should contain the following:

Now I see when hovering over my CP bar, since some time, that I don't see the message "You character is enlightened".
Can anyone advice on this one?

As the line "+10% Upgrade to Character Progression" states, I understand that this would be at all times.

Enlightment is not the bonus you get from your eso+ membership.
Eso+ increases all xp you get by 10%.
Enlightment multiplies the xp you get by 4 for 100k xp every day and can be stored up for 10 (or 14, not sure) days if you don't play much. That way it ensures that the difference between people that play a lot and others that only have 1h each day on average doesn't get too big.

So when you do a quest that rewards 1000xp, with eso+ you get 1100xp, with enlightment you get 4000xp and with eso+ and enlightment you'll get 4400xp.

The 10% xp increase is there all the time. Enlightenment is different: everyday you get 100k XP worth of enlightenment. These stack for some days so you can save a bit of it. As long as you are enlightened your xp counts 4x for you champion point level.

Enlightenment only affects CP and works across characters for a total value of 400k XP. Think of it as a discount on your first CP of the day that you can store for up to 12 days. All it does is this: After it resets for the day, it gives you 400k XP towards CP and CP only for 100k XP. That's it. You can not play for up to 12 days and it'll give you 4800,000 XP for 1200,000 XP. It works across all your characters. So say Character 1 needs 100k for the next CP, character 2 needs 200k and character 3 needs 500k and you play all of them. You can spend it on Char 1 and Char 2 and get 2 CPs and then 100k on Char 3 so your third CP is now closer.

It does not effect XP gain like Ambrosia. It does not affect level/rank gain. You still need 850k XP to progress a veteran rank.

Ambrosia and ESO+ work in similar ways. Ambrosia gives you a buff which amplifies the amount of XP you gain so that every 'event' that would normally give you 100 XP, now gives you 150 XP while under the influence of Ambrosia.

ESO+ gives you a constant attenuated Ambrosia-like buff of 10% gain. So every event that gives you 100 XP, gives you 110 XP with ESO+ (and 160 XP with Ambrosia on top, and 170 XP if you play with a mara partner, etc)

ESO+ and Ambrosia and Mara pledge work together for CP gain so that if you need 400k XP for one CP. With Ambrosia and ESO plus, you need only 250k and since Enlightenment gives you a total of 400k worth of CP XP so you can get almost 2 CP out of that.

Alternatively, you can think of XP as a type of currency. CP and level/rank/ability/skill line advances are what you can 'buy' with that XP.

So every 400k XP buys you - 1 CP, about half a veteran rank, some progress in skills and skill lines.

Ambrosia increases your XP income so you get a 50% bonus every time you earn XP. ESO+ and Mara and Cyrodiil Scroll bonuses do the same thing.

Enlightenment is a specific discount on CP alone worth of CP progress for 100k XP once per day which can stack for up to 12 days. With Enlightenment, you get 400k CPXP for 100k XP. If you don't gain CP progress (because you only crafted or harvested materials for 12 days or played on a new non-vet alt), the 'discount' is stored.

The enlightened xp only affects CP gain, regular xp for leveling your character or skills does NOT get this x4 bonus.
