Fps drops in towns,where are people..

Hy!
I am new player just started playing ESO before 2 days,huge fan of Elder scrolls series
I got this setup R9 380 G1 4GB and FX 8320(clocked on 4,0),playing game on Max setting 1080p,only shadows and reflection are to medium.
Everywhere in world questing,fighting 4-5 enemies there is no lag at all 55-60 but in cities it drops to 30-40 like Dagerfall no matter what setting i use.
Is that normal or something wrong with my setup ?

Unfortunately the fps drops in towns are "normal". I tested the performance with two different systems and there isn't much of a difference in terms of fps. Try to lower the field of view to 30-40 for more stable performance.Edited by blubbi4ever on December 23, 2015 1:14AM0 -

Tryed it also but i only get +5 fps at most,so i leave it at 70 all time.
Just reached lvl 11, hoping to find soon some friends for questing dungeons,have fun and some advices about crafting and builds,see ya.0
