So first time ever, unplayable lag in the game even out of Cyrodil.

So, first day I have logged onto ESO and at Wayrest and have experienced people rubber banding all over the place and serious unplayable lag throughout the game. I am currently on a lan connection at 66 Mbps and 5 mbps upload speed from speedtest.net. I restarted my modem and ipconfig released/renew and rebooted my PS4 so I know it is not my connection. I am unable to heal the dallies today. There is a 5 second delay to even swap weapons at the moment in town. First time this has happened ever.
