Bad idea, I'd say.
Soul gems have been around in their current state / form / function forever. They are easy to obtain, and easy to use.
Thers no reason to change them. ZOS got them right with ESO, they dont need to fix what isnt broken.

Most of us in the vet ranks have a little bit of a gold cushion but someone just starting the game would not, and it would be a bit of a stretch to require them to buy soul gems at 1k per (since they cannot buy empty ones and simply fill them as monsters wont be high enough level for them to do so).

Except they ARE broken. ZOS wants us to use the group finder. I have a great group of players I run with so I never need pugs. However, those I know that use it, or even the few times I have decided to do so, often run into issues where the lower level players you get grouped with have no ability to res higher level players...both Vet and non-Vet. Simply, such a change would solve this, and the aforementioned, issues.

I think its assumed players understand the basics of soul gems, simply because they've been in ES games forever.
I guess if ESO is your first ES game, you might be confused, but ignorance is never an excuse ;-)
