Strange things about my password and IP

1) I have dynamic IP. And every time when i turn on my PC i get a message "Login From Unknown IP Address", confirmation letter with access code, bla-bla-bla. It is really annoing.
2) I must login for suppor ticket but (SURPRISE!!!) my password is not equal to the game password/forum password. But when i choose "forgot my password" - i get "Password Reset Instructions" for changing my GAME/ACCOUNT PASSWORD. It is not password required for support.
Sure i can play without tech support but i want to buy one more copy of TESO (for my brother) and I forecast possible problems with the purchase so I would like to be able to communicate with support.
