It would be nice if we had some target dummies for real in game, we have said it every time we get the guards into a bugged state.
It wasn't until last night we discovered what happens when enough people start joining in on the action though.. it triggers the Riot Control ability.
Dr Paris Hilton: My husband says I have to save up for a horse so I'm not allowed to hit the guard. That horse is our life blood.

I am also hoping that they will make other players opt to play as an extended hand of the law and apprehend players with bounties.
If they do introduce that, then guards might just become... well... NOT immortal
We should have these guards in Cyrodiil.
