Can't create a guild (in less than 5 not the creator of any)

A guild I was in disbanded so I decided to try making my own but it won't let me it says I can't join a guild without leaving one first! did that now on 3, same result what the heck is going on?

    What level is the character are you trying to form a guild with? Also are you a guild leader of one (i.e. a guild you didn't create but was given leadership to you)?

    Delete any pending guild invites then you can.

    I had the same problem. Delete all pending guild invites
