Spellcrafting and Justice System Phase 2

A year later and I'm still hype about this. Regardless of any supposed downside spellcrafting is definitely the reason I fell in love with the Elder Scrolls game when I first got Oblivion. Is it still coming?

Also, the justice system is here but is not finished. There was talk about splitting up the release into 2 phases. I just want to know if anyone can confirm this and I wonder is the 2nd part still coming. Pvping for the innocents sure does seem like fun.

From what I understand, the (presumed) reason spellcrafting was put on hold was because of balancing issues. It is assumed that phase 2 of the justice system is put on perma-hold because of concern on how badly PvP tends to mix in with PvE (trying to create a non-griefing system is hard....).

I thought the person doing those two systems left zos? Which could leave quite a hole in the department and a large setback on times.
