Goblins already have a polymorph from a quest in Stonefalls. But... for races that won't likely ever be released as playables... due to lore (because extinct) or other considerations (as in, would be killed on sight if iot wasn't a disguise, like daedra)... Kothringi, Lilmothiit, Ayleid, etc., that might be possible.
Lamias, perhaps not so much, due to gameplay considerations it would make more sense that all polymorphs would have to be humanoid of shape due to attack animation issues...
But we have dragur in the crown store, skeleton, mind-shriven and such in IC... might be theres some expanding on this possible. Ra-garda undead (aka, tamriel mummies) anyone? Zombie? Dragon priest? Lich? Possibly spectral undead as well, in different colors... Maybe more skeletons too, in different clothes... Imperial Skeleton, Ayleid skeleton... "argonian" skeleton... Different types of dremora as well, maybe?
Though personally I am more keen on costumes when disguising my characters, since then its "my character in disguise" and not just an Avie-switch...

They already have Kothringi in-game, so a polymorph isn't a stretch. Liilmothit would be a *hit*; the furry crowd would go nuts. Goblin is a disguise, not a polymorph. At least last I played that quest, I was talking about those things kept in your "costume" tab, not in your inventory. But I guess it kinda could be counted...
