I picked up a small bounty and an orsinium guard ran up yelling at me, then his voice turned calm and he said "hello there" and walked away.

Left me standing there confused

You know what really confused me though? some of the Orsinium guards sound like Nord's... or maybe I'm just hearing distorted voices via the mental manipulation of Sheogorath.

Happens to me a lot too. They run up, "STOP THERE, CHURL". Then walk off. If I get too close we end up repeating this process.
Guards have been buggy as hell since the Orsinium drop.

Bugs going to be fixed soon.

I assume the guards are set to not hassel people during the Orsinum quest in the City that forces you to pick pocket someone.

That may just be applying logic to a basic fail.


Anyway, wish it was like this when I had a 6 million bounty on my head

Yeah, I confirm it happended to me too! It's clearly a bug but a very useful one - thanks to this I didn't lose many of my stolen items Once I even felt too self-confident and approached to the guard a couple of times... the last time he got me. I think when the distance between you and the guard is getting smaller (after you hear 'stop right there') you're done, but when you actually stop (don't move) or just run away, you're able to flee successfully.

This one thought it was just that the guards were supporter of the redistribution of wealth and now and then just wanted to check if it was a paying customer that they saw.

Hahaha can't remember but one or two of them had a Nord-ish accent when casually walking by.

I REALLY wish they could change it to Oblivion's quote, or something kind of rambo-ish ruthless guard like talk. "Stop right there criminal scum no one breaks the law on my watch, now pay the fine or i'll haul you away." Then if you resist arrest the guard goes "then pay with your blood." Every few seconds in combat the guard goes "you should have payed the fine."
