Keep v16 but no more increase max level or else just make V16 item level upgradable if eso really want more level but i think its a bad idea since 80% of the players want no more increase max level only PVE players want more or just cap cyrodil to v16 so pve can still reach v100 if they want theres only few of them though for sure and pve players only have the highest forum number accounts but ingame no and keep requesting nerf and destroying the game for us pvp players since lots of us dont have forum accounts and no time to make one since we dont wanna waste time on forum .. and no more item set bonuses changes if you guys want to change item bonus just make a new item set ...
