This may be a redundant question, yet I find it difficult to solute it. I pre-ordered and bought ESO before it was released on Steam. Is it possibly for me to tie my existing account with ESO purchased onto my steam library? Thank-you!

Jennifur_Vultee✭✭✭✭✭You can add it as a non Steam game but you can't add it officially to your Steam library. The Steam version is a separate purchase from the Zenimax version.
