is it me or are some 'orc' npc no orc

i have seen several npc's with orc helmets on speaking like a orc but when they more their head you can see they are just human
example is captain zugnor

    dont forget all the redguard npcs with orc voices, there must have been alot of cross breeding between the 2

    I'm not sure how that screenshot shows the character to be "not orc". Orcs in ESO aren't green any more, instead having skins on the brown spectrum like Earth humans, and a lot of them are very pale skinned.

    I miss my green orcs! I had one in Oblivion who was bright green with bright orange hair... good times... ;)

    ye i do argee they have a wider color section but they are never the same skin color as human races.

    That's certainly not evidence. As others have said, there are several skin tones that Orcs can have in ESO, many of them are very human-like. Besides, there are N factors in that image that can misguide our sight: ambient light, shadows, other light sources and ultimately (and most importantly) it's not a screen capture but a picture of a screen, which dramatically changes the color spectrum of the image.

    That said, until no other evidence is presented, they're orcs.
