Recommended Level To Play Orsinium DLC?

I have started the Orsinium DLC and realized mostly all the enemies in the beginning area are VR16, I'm currently level 4 scaled to VR15, so I'm currently having a heck of a time getting through that starting quest. If I turn off that PVP scaling thing will enemies have lower levels so I may be able to complete it easier? I really don't want to go out and spend a lot of time leveling at least not until I experience Orsinium. My platform is Xbox One.

Expect all DLC areas to be Battle Leveled, so go whenever you want!

P.S. Wrothgar scales you to VR15.

The thing is it takes nearly all my stamina and magicka to take on one guy.

It shouldn't, I've never tried on my low low characters though. The lowest I've been was level 35 and I didn't experience much difference to running around Malabal Tor.

He's just level 4 and doesn't have much skills/passives yet. OP it will get much easier as you spend skill points and level up your weapon skill lines.

It's battle-levelled so you can do it whenever you want.

To maximise exp gains I'll wait to be VR12 at least.

Yeah that's what I was afraid of. Allright I'll need to level up then.

While you can go at any level, I would say a character at least at L20 to L25 would have a much better experience. While you are a battle leveled to VR15, you still need some skills to prevail and the more you have unlocked or morphed, the better. Even waiting until L30 or more might make it more fun.
Enjoy the game, life is what you really want to be worried about.

Ah, this is what happens when you skim posts. I really have to stop doing that. Ok, so OP will likely need a little more experience and more unlocked skill points. If you still want to experience Wrothgar, I suggest running around collecting Skyshards to start. Try to only fight one mob at a time for now until you get to around level 10+. Then try two at a time, meanwhile explore everything and avoid World Bosses like the Plague. You are nowhere near ready to take on a World Boss, yet. Get as much experience as you can while in Wrothgar. Your only other option is to leave and get more experience before you return.

Took me about four hours to get to level 10, it won't take long.
