ZOS were kind enough to answer my question during the "UltimaJoe777 asks us anything" segment of ESO Live.
The Orsinium soundtrack is 100% Brad Derick, and will potentially be released for purchase next month, so keep an eye out on iTunes, spotify, etc!

    Only just watched it, and liking it very much! Although I must confess that with the amount I play I've taken to turning off the music and chucking on the Skyrim soundtrack for a bit of a change...
    I have departed into the great unknown that is outside the game and the forums, and wish you well in your Tamriel adventures!

    Heh, yeah I know the feeling. Too much of the same thing can get a little old. Though the Orsinium soundtrack really is beautiful, and I know there was a few people looking forward to it, so figured I'd give them the heads up.
