Load screens never seem to go away when logging in.

When I type in my username and password there is a load screen before the character selection. The game just kind of sits there with the snake circle thing spinning and it never loads my characters. I have to atl-f4 out and reload two or three times to get to character select. After that everything usually works fine. This has been happening since the orsinium patch.
Another thing everytime I change graphic options it also goes to a load screen and does nothing else. This happens everytime I change even the most minor of settings. I have to alt - f4 out and reload for it to apply the changes. This is very very annoying.
So anyone else have this problem or know of a solution?
