Get rid of them both and let's go back to having a story that levels you up to max and end game then a world of open content to do what you want, when you want and the way you want.
Spend time balancing and adjusting gear/skills each month to keep the meta changing rather than just upping the numbers every few months for people to just go get the same items but stronger.
There is no freedom or choice when not all item sets are of equal level and grinding for new sets every three months is the thing to do. You know in Guild Wars 1 I reached level 20 then spent months playing PvE and PvP for no reason other than to unlock rare looks for items or the enjoyment it gave me. At no point in the months of end game play did I say "man I wish there was more levels to grind or more powerful gear to replace the gear I spent ages farming any way..." I logged in, played what was fun and worked on rare/hard earned things because I enjoyed the gameplay.
