How much longer on PS4 servers?

The PS4 servers have been down since 4AM EST. It is now after 10.
I can see on https://help.elderscrollsonline.com/app/answers/detail2/a_id/4320 that the PC servers were down for ~1.5 hours, and the XB1 servers have been back up for over an hour already.
Why is it taking so much longer for the PS4?
At this rate, I'm not going to be able to log in and feed my horses before I have to leave for a double shift at work.
